Dusty what your broker told you is correct to the best of my
knowledge. I have traded for 30 years, but only the last 2
on the internet, and just the last year any BB stocks by
intention. I do not know it the BB stocks have different
rules. I am assuming that the illegal shorting may be not
getting permission from the owner of the stock before loaning
them for short sales.

What we're up against has nothing to do with legal shorting as it is illegal. "Naked" shorting is what the MM's are doing. This involves shorting stock that the MM's don't own and should not even legally exist.

Good market momentum will force the MM's to cover. Calling for certificates in which 99% of the shareholders participate could, in theory, force an MM to cover, but is next to impossible to achieve.
In this manner, the request for a certificate over the legal
float causes covering. EUTO, RMIL and others have tried this with ummmm... varying degrees of success.

We've got good momentum, a small float. We've got nothing, I repeat nothing, to worry about.

In fact this type of illegal and unethical practice may eventually work in our favor, forcing the price to pop up suddenly when the MM's do cover.
