I would say that if one satellite generated lower than expected solar power, that that would constitute some sort of unique glitch, but the fact that "several satellites are generating lower than expected solar power levels," indicates to me that they have a problem.

However, the fact that this lower power level does not compromise what the satellites are supposed to do means that the problem will be fixed and the likelihood of it happening in the future a very slim possiblility. A lucky break for all involved, including us, IMO.
