oh true. And it was used to protect Jim Crow laws and to hammer Clinton. My only point was it wasn't really a deliberate choice, but something that sort of grew up because steps weren't taken to stop it.

I was listened to A Way With Words on NPR. They went over the history of the word. It seems to have grown out of a term for "piracy". So it isn't like it has an esteemed history.
