I think you're right but the statement looks backwards to me.

Compaq (the surviving corporate entity after all) will benefit
(has benefitted) from the strengths of the acquisitions.
Both companies have strong service divisions (Tandem's
confined to it's own systems primarily, but a real moneymaker
nevertheless; DEC's serving many commodity PC vendors and major
corporate customers). Both companies have major accounts,
and credibility at the highest enterprise levels.

True, Compaq can make these acquired divisions more efficient
through to purchasing muscle.
