The frontline officers may successfully avoid severe criminal liability with the "Nuremburg Defense" or "Superior Orders Defense", but that legal strategy *won't* work for the Superiors/Generals involved, who had a fiduciary responsibility to be sure the interactions they ordered with US Civilians were completely safe and beneficial. The Commanders in Chief (both the scum) will obviously be held most accountable, which is why we must have responsible, studious adults as President... not the CLOWNS pictured below.
