Yes it is happening slowly and progressively. Now they are in one country, and expect to be in 5 by the end of the year and 20 next year. For a start, the first system is to provide digital identity to 5 million students and a few millions of teachers and schools in Ethiopia. This systems will maintain records. I have posted about the differences between Cardano and Ethereum on a few occasions. I will try to provide a few links tomorrow.
