Yes, it’s possible. I read about this probably over a year ago. People noticed that Japan, S Korea and other nearby countries - including many of the provinces of China - in recent years suffered from viral epidemics which mostly spared Hubei and Wuhan. They speculated that this may, in part, explain the dramatic differences in the severity of the CoViD epidemic between Wuhan/Hubei and other locations.
