There were incentives. Otoh, fauci said 5 years. Took 10 months.
Pfizer and Moderna (and other companies like J&J for that matter) had every incentive to be done in 10 months all on their own. They didn't need Trump or the government to encourage them.

And they certainly don't need Biden or Fauxcahontas to come in and give away their crown jewels.
