I said this before wrt lockdowns.. Quebec (Canada) put in curfews.. They realised that the real problem was not so much biz as the 25% of folks or so not following rules... it worked very well... far more biz stayed open in QC.. Haircut in QC even during curfew times ? NO PROBLEM.. Toronto ... Let it Grow LOL... ridiculous lockdown... no curfew.. people will think we do not trust them .. ironically while NO one liked curfew in QC.. 75% supported it.. because they KNEW the 20-25% was fcuking it up for them.. so yeah a lock down where gathering and spreading is not curtailed .. is pretty dumb...... less lock down and more meaningful enforcement of not spreading it...
