For me I grew up partly in Massachusetts so I think Patriots Day is OK for an isolated holiday. But except for the IRS I don't think it's a national federal holiday. Many states have holidays known only in their constitution or within their Legislature. Stores and most businesses are open (weekdays) or based on their decisions.
