French were guillotining until the 1970s and doing it publicly into the 1930s. Romans? They had their Circus. There is no obvious skin-color, latitude or temperature correlations evident - perhaps a mild correlation to population density. When people are plentiful - seeing a few mistreated doesn't seem to rile anyone unless they are socialized to not tolerate that. When they are all known to you personally - they are likely to be seen as having more value. If they are external to your group, then they are fair game. Which state had no rates of barbarity in this country's checkered past? It is revisionist to see this in others without recognizing it in ourselves.

Brutality is a matter of lack of education, as all civilization is dependent on it.

Three hundred years there were no democracies and slavery and female repression was rife.

Today there is NO legal slavery and democracies are on the rise and female repression on the wane.

the southeastern U.S. is pretty moist (especially now), but seems to be filled with extremist right wing fundamental religious nutwacks... at least the Rcons who control all the levers of local govt, even though they are a minority compared to voter preferences of the population

To be elected in the Bible Belt or even other states (not just the former slave states) as an R, it seems to be a requirement to wear your religion on your sleeve... And that means hating on minorities, LGTBQ, poor folks, immigrants, etc... the opposite of the actual Jesus of that book many people wrote, supposedly
