--Leather boots and tight fitting leggings might be better I am thinking.-- sure, try that. i've been told that north american ticks instinctively climb up (rather than down or to the side). they will use seams in order to get under your clothing... so, folks often tuck pant legs into socks (and spray shoes, socks, and pants). portal.ct.gov not sure about your bird of prey. maybe the wing tips are not kite-enough or the bird size is too large. dunno.
