The issue was a Supreme Court ruling that needed to be enforced. As you know, the courts are the weakest branch of government (our founders didn't trust them) so they can't enforce their rulings. They require others to do it for them.

Two points; courts are weak on purpose and the government decides which rulings it'll enforce.

Let's say SCOTUS found the ACA unconstitutional. The government would ignore the courts. We saw this with the anti-gay laws passed by States. The Obama Administration simply ignored to defend state or federal laws that were clearly unconstitutional. Eventually, the Supreme Court capitulated and overturned the anti-gay laws passed by States and the Federal government.

Our elected officials decide when to defend Supreme Court rulings, and state and federal law.
