Your basic problem is that you don't understand the processes for anything more complicated than grubbing potatoes, so anything you don't understand becomes a massive conspiracy. So to go down the list of things you don't understand...

You keep claiming that in no past elections there were grants. How do you know that? It wouldn't surprise if there hadn't been before, the 2020 election had some serious challenges that were unique, but I don't know if that were the case, On what are you basing your assertions of fact on? As we see demonstrated here on a regular basis, just because you confidently assert something doesn't mean it has any basis in reality. In fact, the more confident you seem, the less likely it is to be true. So what is the basis of your claim here?

It is very clear that you don't have the faintest clue as to how grants are handled. As has been pointed out, the grantee has to file an application. The application details what they want the money for and how much it is going to cost. And when I say "details", I mean just that. You have to list each and every thing you want the money for. If you are awarded the grant, you get a list of what you applied for. Now the grant might add some milestones along with the money that is disbursed once those milestones are achieved. I suppose it is possible the grant might have some conditions attached that weren't in the original application. But you are claiming that is the case. Have you seen the original application? Can you show any deviations between the application and the grant? Your claims are extraordinary. It is incumbent on you to show that happened instead of just making shit up.

As to the changes in the laws, most of those changes were done by Republican controlled legislatures. How did those dastardly Democrats sneak those laws by?

I'd like to say you're dumb, but not stupid. But I am starting to think I am waaaay too generous in that assessment.
