A good resource is the CA Public Utility Commission (CPUC) website on energy studies and whitepapers.

They have a very good reputation on analysis and energy modeling, but nobody in the US follows their energy policies.

Its very sad and Californians deserve better, but their energy woes are almost totally self-inflicted.

Edit: Texas is starting to look a lot like California as many of the guilty in Sacramento have finally been run out of town, and have moved on to Austin, TX. If Texas doesn't soon change, its energy policy will look like CA, with the resulting problems. Again, self-inflicted.
