I have no idea why anyone, Russian or American, would ever be an optimist about the likelihood of success in implementing "social change" in Afghanistan...

About an equal likelihood that a tent revival will transform Las Vegas... get them to give up gambling and booze...

For all the money spent "trying"... (?)...

They could have moved everyone in Afghanistan into a condo on Miami Beach...or, to Minneapolis, I guess.. and just clear the place out... leaving it to the goats... and it would have cost less and would have had a greater chance of success...

FWIW, I give China's "domestication" efforts re Uighurs about an equal chance of success...

But, China will simply deny the reality of it... deny any failure... pretend it isn't happening... for as long as they're able to hang onto that... and persist in spite of other costs in result ?

Getting much harder now with the stories being told by Kazakh escapees who went looking for work...

Russia and America, at least, didn't consider genocide to be a useful or viable approach...

It's a tough neighborhood... not likely to get any less difficult now...
