That statement could not be interpreted as anything other than encouragement to violate the law. There simply isn't any other way to see it. The act of saying it is essentially to say, "Even though the people, through their chosen legislative representation, may have stated 'Teachers MAY NOT do THIS', we are making money available for your defense if you choose to break that law."

I have drawn no conclusions as to what a given teacher might or might not do. Only that the unions are fomenting illegal acts. Which, of course, is precisely what unions do. (I was raised in a locality where spiking trees and setting forest fires was not unusual during a strike, so I'm familiar with the MO).
