"Structural racism" to the extent it accurately describes anything at all, is a poorly chosen (at least if the reason it was chose to have words that have a normal meaning similar to what the new phrase is supposed to describe) but somewhat meaningful term to describe the long term negative effects of past racism.

The other use of the term is to push the idea that the US is actively strongly racist now (even often asserting that "nothing has changed" and sometimes even that its gotten worse). That use isn't very useful, or accurate in describing reality.

And imposing a new racism to try to counteract previous racism, just strengthens racial divisions and makes society more racist generally, making things worse for people of all races.
