No... fairly minor alterations can have major impacts without it "being a new virus" in terms of biology... even if it is changed in terms of impact and relevance... or, major changes can occur without much impact...

A quarter or a nickel and a slug... can be very similar... but work differently in vending machines, now ? Or, they did... before they started making coins out of higher proportions of zinc ? Seemed like it might be a good analogy... now just has me wondering about how vending machines changed to adapt to the new coins... as the American currency is being debased in the same way as all others fiat before it... only not yet reduced to aluminum, as the former Soviet Union had been...

Anyway...

The changes in the Delta variant are pretty extensive...

I haven't even seen a complete catalog yet, but there are 9 major changes identified... including the major changes to the end groups on the spike proteins that both make it more infectious and bypass the blockades that the vaccine tried to have introduced...

But, what do the other changes do ? "We'll get back to you"... seems it is the only answer for now... and I've not seen a publication of a complete mapping or preliminary analysis of them yet...
