VTSS only has 18 MarketMakers if you exclude ISLD and INCA the electronic matching SOES type services. So, when a MM has only put out a 1k order to get his priority in line, there is very little time to react when buys and sells come in from the SOES and other traders. His order is easily run-over and takeout before he has the chance to except more trades if he wanted to. Even though the spread has narrowed over the last year, the thin orders from the MM's aren't keeping it from running when the traders get that wild hair.
