but if the new Edge (Password Hoovering Edition) isn't available yet as a separate download, then I'm guessing it can't be installed without the Windows update.

The problem isn't installing Edge, but updating it. Not only is it installed with Windows, but AFAIK, it cannot be uninstalled (my first choice). So at this point I have a Chromium based browser with an unresolved security risk.

Edit: I think I found my answer

Settings| Apps| Microsoft Edge | Repair

I had to log into my master account, and, even then the Uninstall button was grayed out.
