the "arbitrage" in China being, is a cost measurement of product production there relative to production elsewhere. With the then- ago cheap labor,
it was a gimme in "Econ101.. production follows the cheapest labor costs".
In addition, when pollution standards are not knowingly embraced/ not enforced/ or lied about, the cost of business production in that country, again is much
cheaper than where the law is adhered to.. pure profit when social costs are ignored.

Of course, China jumped all over this because they could. And they did.
Just look at post WW2 Japan & South Korea on their own doorstep. Screw the fucking Soviets.
The game of China catch- up, the marketplace.

When it shakes out, the only thing that matters to that man on the street is the air quality on he breathes.
I use an air quality app on my phone.. it is
probably the most accurate measure of that to what is available without the b.s. lies of governmental agencies legally responsible for the health & welfare
of their own people.
So, the honest take would be the air quality index.
- on google.. "The Air Quality Index is based on measurement of particulate matter (PM2.5 and PM10), Ozone (O3), Nitrogen Dioxide (NO2), ..."

to what standards are measurements taken?
It was not all that long ago when the American embassy in Beijing posted their reader board began posting AQI with particulate matter as small as 2.5 parts per million.
The Chinese used 10ppm.. so, what is this 2.5ppm the Americans are using?
I do not think the Chinese people are as stupid as their government thinks they are. Yes, they have more money, more material goods, but because of
pollution, they die earlier.
