Yes, it should be possible to increase rare earth production. Ore is available. The limitation is refining the ore, which few places outside of China can do. It will happen, but ramping up takes time and money.

Similarly, it should be possible to produce enough steel, lithium, and aluminum. Copper, cobalt, and nickel will be difficult to either replace or increase production.
