it is nonsense TJ, weak excuses. poor roads, long supply lines, and the cold winter storms won Russia wars, not their army which quickly retreated in confronting invaders. The RED Army succumbed quite quickly to the Romanian army in WWII,( not exactly a world class well equipped army at the time and even now) as an example, the too fast advance poor muddy roads and unexpected long supply lines brought the advance to a crawl. Romanians have the guts to fight and it is proven over history when the Romans Legions where defeated near the town I was born. All those funds could have been used for more practical and useful purposes
