Under present conditions of many buy-outs and huge premium in price of the bought-out company,then if a guy can start a rumor then whether true or false the price should increase until rumor
is validated or disproved. It would be too late to get on board
after the validation as street has earliest info.

Its the other way around. Buy on rumor, sell on fact.
If rumor is Dell will exceed expectations, buy, once they announce,
whether they meet expectations or not, sell. Either the market will have adjusted for the higher expected return or the higher expected is not as high as the market would have wanted. And, of course, should they not do as well, then tank city.
