The filibuster's roots go back to 1806, although it was rarely used pre civil war

Everett Dirksen, as a Senate minority leader, was known as a filibuster king. He was in the Senate in the 1950s.and 1960s. That is recent enough that even a person who is ignorant of history like you are should know about it
