Your 13.57 Mbps download on Verizon is the result of the distance of your cell tower and probably network constraints of sharing it and its limited backhaul capacity with other people.

Roughly half of America has sub-25mbps speeds like you experience, and 25 Mbps is quite slow.

Infrastructure upgrades, particularly in backhaul from the cell tower, would bring your service closer to that I experience in Los Angeles.

In Los Angeles the tower is rarely more than a few blocks away, say 1/2 mile, hence my two speed tests on different test sites.

136 Mbps down / 57 Mbps up with 49 ms of latency
171.7 Mbps down / 6.2 Mbps up with 103 ms of latency
