Joe: Thanks for reminding everyone about the larger hurdle of actually outlawing the machines. All the budget bill does is explain how they are going to handle the state's money. If they choose to not spend VGM tax dollars, fine with me. That is not the same is saying, "You can't operate this business in our state." Those are two very different animals.

With regard to the South Carolina budget: Like most (if not all) states (and UNlike the federal government), the State of South Carolina is required by their constitution to have a balanced budget. The following is from the SC Constitution:

"The General Assembly shall provide by law for a budget process to insure that annual expenditures of state government may not exceed annual state revenue."

Therefore, if they choose to eliminate the $60 Million or so VGM revenue from the budget, that shortfall MUST be made up somewhere, they cannot have deficit spending. How many other taxed entities do you suppose will volunteer to make up the difference? How many programs will politicians be willing to cut without a fight. Remember, these guys are looking for MORE money, not less. This is going to be one tough sell by the Governor.
