I suppose that given the nature of Covid and its similar characteristics to a crypto network, autonomous, distributed, secure, etc etc etc, the for-sure way to stop it might be to take it completely off line as you suggest, for 30-days, all over the world, making folks understand that should they come on-line before the end of thirty days they shall be exiled. During the 30-days military / police shall deliver free food to the community centers for pickup by one adult per family etc etc The effort would likely cost less than what amount already lost.
