Rumor has it that he voted against Prop 13, and votes to repeal or change it every time the issue makes it to the ballot.

Why? This is the only rational regulation in this wacky state. You know what you're paying when you purchase property and you know the limit of the rate of increase year over year. Were you aware that adjusted for population and inflation property tax revenue in CA is much higher than it was prior to Prop 13?
