10,000 free tuitions at US colleges to children of Afghani power elite would have cost only 1 billion dollars and would have influenced Afghanistan more over 20 years. Also all the money would have flowed back into the US economy. Another $1 billion to alternative schools in Afghanistan would have created a parallel system. A few billion on hospitals throughout Afghanistan would have made a difference too.

to me, lots of acts lead to failed status, but outside interference actively sought by insiders guarantees success at failing any state, because the act leads to disunity.
