If someone’s paying the doctors and nurses then it’s not free. It’s just that the person getting the treatment isn’t paying. Someone else is paying for that treatment.

I get free food whenever I fly on an airlines, and whenever my car is damaged in an accident it gets fixed for free and if my house catches on fire the firemen come and put it out for free.

How different is the pricing per dose? The associated costs of shipping/handling and outpatient treatment is probably as much the vaccine itself. So just the price of the vaccine itself may not matter that much.
