< questionable whether worth all the trouble all had been put through>

650,000 excess deaths in US is about 1 in 500 risk of dying in a single year.

The risk of dying in a car accident in a single year - 35,000/350 million. About 1 in 10,000.

For that 1 in 10,000 risk, there are huge number of restrictions. Don't drink and drive, Renew license. Get car inspected. Drive in lane. Follow traffic rules. Drive under speed limit. Be driving age.

Its all a plot - a conspiracy of insurance companies and municipalities.
