I have the same questions.

Here's another question: My state agencies and even the
IRS now allow taxes to be paid by credit card. When
can we do these kinds of payments via Checkfree?

I understand why they don't allow it now. Government
agencies can require the intermediate payee to stand good
for the payment. So, for instance, if CKFR issues a check
and for whatever reason your bank defaults on it, CKFR is
stuck for the damage. But surely there's the same problem
with credit card payments, or so I would imagine (BWDIK). Gov.
tax payments represent a large percent of my remaining
non-CKFR transactions.
