IF the US had conducted its foreign policy according to it's founding moral principles Jimmy Carter did that & the republicans kicked his ass in the 1980 election. So much for morality & law... "smarts". So, we had the cowboy genius in Reagan. I think the electorate confused by the term "power.. rant & rave patriotism". of course, power is a necessity of State, but the application of it can be problematic. I do not think Reagan was worldly in the way he was thinking. We "good".. they "bad". That shit doesn't work.
