Rarely do they overlap. The other side of the argument is that one of these elements is always close to the next election cycle so we never get a break from politics. Depending you how you feel that might be good since you can't escape elections. Maybe if people had to think about them all the time they would realize they need to focus better on issues. I think it's more likely to make things even worse, more polarized. House 3, Senate 5, House 6, President 7, House 9, Senate 10, House 12, President 14, House/Senate 15, House 18, Senate 20, House/President 21, House 24, Senate 25, House 27, President 28, House/Senate 30, House 33, Senate/President 35, House 36, House 39, Senate 40, House/President 42, etc.
