Nearly all of Afghanistan was under US control until maybe a year ago. That mean's most of the 30 million people or so were not fighting the US, were probably pointing out where Taliban hid, and accepting whatever goodies they could get. It's not feasible to bring them all the US, although most would probably make the trip if they could.
