a civil society that over generations regresses back to savagery.

Perhaps the real danger to a civil society is that they get overrun by an uncivil society.

I'm thinking Classical Greeks, or Tahitians, or the Pueblo Native Americans.

When I think of a society taking a big step backward the fall of the Roman republic comes to mind. I realize the Romans were a stratified society and not everyone enjoyed the fruits of morality, but they did take a big step back from a path of enlightenment to a path of tyranny.
