LL, masks can help slow the spread, but it's nowhere close to 100% protection.

In an indoor area without good ventilation, an infected person without a mask can infect an entire room of people in the course of an hour. An infected person WITH a mask can infect an entire room in about four or five hours, depending on the quality of the mask.

Meanwhile the chances of uninfected people getting infected varies based on how long they're in the room, whether they're wearing masks themselves, etc.

That's the idea behind mask mandates. You're not trying to prevent the spread, because only strict quarantine measures can do that. You're just trying to slow the spread.
