It's a play on words.

In Scotland, people use different words, or with different accents.

So in English the words "NOT SEE"

becomes "NAE SEE", or very similar to "NAZI"

The word "NAZI" in the UK (at least) infers a fascist regime like the fascist society that grew in Germany in the 1930's.

So the joke is about a slight change in the rules that the British public willing made the spirit of co operation and common good. The inference is that it was a device to bring about a fascist coup in our country. i.e Germany in WW2 where everyone had to show their papers at checkpoints.

If you watch Anna Brees, whom I pay a subscription for, you will see what I mean.

but yes, I am referring to a fascist government when the word "nazi" is used. I understand the word refers to "National Socialist".
