By far the best animal shelter that I have seen was Montreal's. It was clean, spacious, and took good care of the animals. Every dog had a clear chart that explained the dog's age, breed, care requirements, and the problems that led the previous owner to abandon their dog.

Many of the dogs were pure breed, but as a policy the shelter always listed them as a crossbreed to prevent people getting a dog just because it was a purebred. But you still knew what you were getting.
