Yes, indeed, at least until the next one. I'm not gonna look for how Katrina was described at the time, but I'll bet it wasn't as a 16 year storm event. I heard some talk about the pumps not working cuz of the blackout, and I was thinking, "WTF would put in pumps without backup power?" Then an ACE spokesman was interviewed, and he said every one of their pumps had back-up generators and fuel.

IIRC, another problem right after Katrina was a lack of Guard troops and high water vehicles, cuz they were in Iraq.
