I wouldn't chip in anything. Taleban rules and the local yokels are Moslems with jihadist ideology. Conquest would be reasonable but nobody seems to want to do that. The British Empire and Gorby tried to sort them out but failed - crazy Yanks backed Osama bin Laden against Gorby which didn't work out too well at the Twin Towers. Total unconditional surrender to UN, China, USA, me, would be good, like Japan after WWII. There are many Moslem countries such as Saudi Arabia, Iran, Iraq, Syria, Libya etc etc Malaysia, Pakistan who can provide money or other help. China is nearby. Maybe they could do Belt and Road pacification. A bit of Genghis Khan approach might work a treat. Mqurice
