Unfinished high-rise buildings do not experience foundation damage due to sitting empty for eight years.

Foundation damage is caused by being built incorrectly and ground water would have damaged the foundations, even if the buildings had been complete. - taiwannews.com.tw

There were a number of high rise buildings built to the see-through stage in Los Angeles and left unfinished for 15 years, which are now completed. Leaving these buildings unfinished for so long created no damage, certainly no damage to the foundations.

Over time, this suggests the remaining buildings may likely develop similar defects.

We still don't have ALL of the answers to the Surfside Condo collapse in Florida, but apart from foundation damage caused by incorrectly designing water drainage which caused foundation damage, the building appears to have used far too much rebar in major support columns, which didn't leave enough room for cement.
