Let it be like the Texas abortion bill: Anyone can bring the suit, and they get reward money if they prevail. There will be plenty of people who hear their neighbors talk about where they got exposed, and then anyone can bring the suit, even if the afflicted individual doesn't want to sue.

I guess it would have to be a class action suit. Maybe rope in the organizers of superspreader events and anti-vaxxer media talking heads. Especially if they have been vaccinated.
