You're probably right, I guess it depends on how strict you want to be in what you consider "deserving." I don't know much about old time NFL players, I've followed baseball far more closely in my life and know many players from past eras. Can't say the same about the NFL. I've read articles about players in the Baseball HOF who really don't deserve to be there and have found them fascinating. I'll search for similar articles about the Football HOF and see what I can find. There must be a player or two that don't really belong. :-)
