Depends what this is used for. If you think it can replace a country's fiat currency, no it can't to any significant degree, because a government like China's could simply randomly audit 1% of the population each year and review how they paid for goods and services, then make examples out of those caught.

Sure it could be used for a small fraction of your economic activity, but not any significant fraction without risk of exposure. Has nothing to do with how secure you make the crypto transaction.
