rbaron, Do you mean will phone companies be able to charge on a usage basis versus a flat rate access charge?

If so I also have wondered about the possible impact that this could have on FTEL and IT, in general. The last I read phone companies would not be able to charge on a usage basis and all the proposals that have been addressed, to date, has been decided in favor of flat rates. There is pending proposals to be discussed; however, I believe that none will be considered until the fall of this year. I will try to dig up some of the articles about this as I agree this is an important issue to the future of all Internet-access related businesses.

One man to ask would be Jeff Pulver, his VON(tm) coalition has been fighting the phone companies on this issue,I believe.
