So not one of those 17 million "empty" houses the homeless might make use of.

Like I said, I can probably go to the Austin neighborhood in Chicago and buy a house for a few hundred bucks. Certainly I can rent a hotel room by the hour, rates are on the marquee. Street torn up, half a dozen empty lots per block, eyesore houses on the rest, plywood windows, maybe missing wires and pipes.

Certainly not something a marginal person is likely to make something of. Shelter from the cold and my guess is that is how they are used by the homeless now, when it gets cold. A lord of the flies existence.
