Ah, so the $4 trillion Manchin wanted for infrastructure in January was really partly pandemic aid and infrastructure spending which occurs regularly?

As AOC says, which Manchin are they talking to. The January Manchin, the July Manchin, the August Manchin, or the September Manchin?

If Biden asked for $1000 Manchin would demand $500. He's a small man, not because I say so but because his words and deeds prove it.
